Thank you for your interest in the First Source Hiring Referral Program (FSHRP).
The First Source Ordinance is a job creation and economic development model that
will enable SFWIB and partner agencies to assist Miami-Dade County residents find
employment. This initiative seeks to ensure Miami-Dade County residents have the
first opportunity for employment consideration from businesses, who receive a contract
with Miami-Dade County (MDC).
First Source Hiring Referral Program (FSHRP)
The FSHRP was spearheaded by MDC Commissioner Barbara Jordan, the MDC Attorney's
Office, People Acting for Community Together, Inc. (PACT) and South Florida Workforce
Investment Board (SFWIB). Pursuant to Section 2-2092 of the Code of Miami-Dade County,
for all goods and services contracts, the ordinance establishes SFWIB as the First
Source Job Registry and Referral System for employment.
The ordinance outlines that prior to filling each vacancy under a County contract;
the successful Bidder must first notify SFWIB of all job openings and list the vacancy
via the FSHRP web portal. The listing shall contain, at a minimum, a detailed description
of the job responsibilities, qualifications, and wage rate. The listing must be
posted during the referral period.
Residents interested in posting an application for employment to be considered by
Businesses/Contractors with job opportunities may complete a FSHRP on-line application.
Applications of qualified candidates will be forwarded to business with job opportunities.
